Its a tax scam. Harbormaster Zim wanted to put the screws to Dagwood and the Armorer, so he rezoned them as part of the inspired quarters to charge higher property taxes.

Actually, I've not had problems with Dagowoods being in the Inspired Quarter; it's the armorer next door. For me, at least.
