In truth I'm not sure what to call this type of issue. I have had no luck with a search, but when you lack the prerequisite terminology that is to be expected.
This seems to come and go, appearing typically at the onset of my playing time and trailing off after a few hours. Turning my graphics all the way down will typically prevent this behavior (it does occur even at the lowest possible setting, but very, very rarely), but I would prefer to enjoy the sights as well as playability of the game.
Additionally, on occasion, I am able to find the specific object causing the problem. Most times it will be an object in the environment and simply looking another direction will fix the problem. Other times it will be a specific item (weapon or armor) that I or another player is wearing and unequipping the specific item will fix the error. It should be noted though, that if an item causes a graphical error in one instance it may not in another (seems to be random as the item can then be taken back into the other instance and will give no issue).
I am far from a graphics/computer expert, but consider myself competent for anything additional required. System specs and dxdiag at the bottom of the post.
