Do you mean on a particular post in the user cp display? That means you have neutral rep on that post having received both pos & neg.

I think it is an attempt at negative rep that for some reason is neutral, possibly because of the level of their rep or maybe if they give out too much negative rep.

Really what I'm trying to say is that I have no idea.

It's what happens when somebody without the requisite Positive Rep tries to hit you with Neg Rep.
It always makes me smile a bit to know that a little piece of vitriol and petty spite went utterly nowhere, and pretty much failed completely.

hmm when I have tried to neg rep someone in the past it just said I didnt ahve to rep to do so.

Heh, I thought it was when someone tried to give you positive rep but theirs was too low to make a difference

I think when you only have a box or two of green, it tells you you cannot. But, when you are closer to the Magical Mystery Neg Number it goes through as Grey.

I know the only time I've seen it is when people with either a few green or have their rep blocked have told me they're neg repping me, and the time stamp of their post matches up with the time stamp of the grey box.

I could be totally wrong, too. I'm just saying what I've deduced from the whole thing.
