Well they're boostable if the devs say they're boostable. But they didn't so I guess you're correct. It isn't hard to multiply 1d4 negative levels or ability damage the same way you multiply 1d4 hit point damage.

Anyways I know my post count and join date are brand new, but I joined this game and went VIP when I heard they were making wizard prestige. When I understood the mechanics enough to know how bad pale master was, I cancelled my VIP when pale master went live.

Yeah thats just it, its entirely up to the devs and they didnt make it so (though they should be empowerable and maximizeable by pnp rules of said feats... but then so should a lot of spells that currently are not).

Dont blame you really. I cancelled my account with this update after almost 4 years of playing off and on (more on than off). This recent batch of dumbing things down was the hair that broke the camels back. Arcanes have no sense of power anymore, zero incentive to group up unless you're running elite... If I wanted singleplayer D&D I'd reinstall NWN. Its the same reason I cant stand CoH and champions. Honestly I think their new heavy emphasis on single player play is going to destroy this game. Worthless and incomplete (hello every bard pre) PrE's arent helping any either.

I remember reading an interview with a Blizzard executive about how they never release content unless it's polished and ready because that can damage your brand more than releasing no content at all. Guess that can be true.
