Question: Tier-3 of Lightning II 2-hander

So if I used two lightning 2 rapiers on my Paladin, would each rapier have a chance to proc, or is it 2% on all attacks as long as I'm holding at least one, regardless of if I'm holding a second?

Each weapon has it's own 2% that does NOT apply to any other weapon equiped.
