for cross-class skills, does the .5 mean anything?

Title says it all. So when I hit the level cap at 20 there's no point investing in a cross-class skill if it'll only bump it to a .5 correct?

.5 is the same as 0.0 aka does nothing

yet another thing I can fix when they put great reincarnate in the game. Ya I was stupid with a lot of things on my build but still a fun character to play
