Not sure what they run for...but I'd like to get my hands on one. That... or jump in a group that is going to run the Twilight Forge RAID. I think that is where they come from...

Thx. I did find that indeed this is in a chest in the Twilight Forge quest... so if it turns out you don't... I know where to go to try my luck at getting one.
