I think plain ol' Heavy Fort on a random item is ML 11...
So...
Bound quest end reward, -2 levels
Race Restriction, -2 levels
A possibility of a bound to account level 7 Heavy Fort item. The chance of pulling such an item would be ridiculously low though.
Moderate Fort is typically level 7, so a possibility of seeing a lvl 3.

I have a ML:7 Moderate Fortification Ring, I think that is the lowest ML for that and not a RR version.
Off the top of my head, I belive my wizard bought plain moderate fort robes at lvl 4 and less fire guard of heavy fort at lvl 9. Both from the auction house for cheap.
I have a ml 8 robe of heavy fort no rr. Would love to get a race required one![]()
Unless I am mistaken, bound items can no longer be race restricted, and bound items that were previously race restricted are now a higher level then they were originally. (I had a Mod Fort Ring I got from water works before, way way back, when I got it it was level 1 or 3, I cannot recall, but when I deleted the character, it was level 7 I think).
You can find ML0 moderate fort & +7 skill items in end rewards from the Phiarlan Carnival quest chain.
Bound to account. Of course, you'd have to be pretty lucky to get a mod fort from there in less than a dozen+ runs. Only a couple of the fort ones I know of![]()

Okay maybe a clarification on my question - any definitive places to pick up low ML moderate fort. I think the answer on Heavy fort was ML9 so Relic is the place even if it is L11 quest (do I smell casual?)
Anyone with another farmable location for a Mod. Fort item with a low ML - or confirmatino on the Phiarlan Carnival - it isn't listed in the definitive loot thread when I just checked?

Bracers of the Claw
BtC, and the quests are level 9, but it's great for TRing and the set bonus on a melee is just amazing.
Now I see those bracers- they are under Red Fens not Phiarlan Carnival.. That is a pretty tasty set for mid-levels since bracers and gloves are usually strength items only.

I have a ML 13 heavy fort belt of balance (+3), so a pure HF belt would be ML 11. I also have several HF robes, one just pure HF at ML 8 waiting for my wiz, and a Deathblock HF robe for ML 14 that my monk occasionally wears.
Fort also comes on armor, but since randomly generated armor with additional enchants always are at least +1, heavy fort would be at least a ML 10 armor if +1 and no further enchants. Of course, if you can find a RR one it could be ML 8.
Rules of thumb:
- heavy fort is a +5 item enchantment, mod fort is +3, light fort is +1
- on armor and shields the ML = (enchantment level)*2 - 2, but you will always have at least a +1 standard enchant on it as well, unless it's a robe or outfit
- on other items the ML = (enchantment level)*2 + 1
Other examples are stat items, where the enchantment is equal to their + (although stats don't come on randomly generated armor and shields).
I pulled a level 2 bound to account Robe of Invulnerability as an end reward from one of the Red Fens quests - so perhaps a Heavy Fort one might come from there at level 6.
Also Mod Fort is normally level 4 on a Robe, though very rare (and I prefer Invulnerability at that level anyway), so a Mod Fort robe might also be available as a Red Fens quest reward at level 2. That belt would be better though - could get a Robe/Armor/Shield with a Guild slot on it and boost up to 100% fort.
