How can I make a purchase with an unverified Paypal account?

I have money inside my paypal account now. This account is currently not linked to any credit card or bank account.

When I tried to purchase $5 TP, it rejected saying the account is not verified. How can I solve this problem? I don't have a credit card, and I don't want to link my Paypal to a bank account. There is money inside my paypal account, can't Turbine just take the payment from there? Why does it need to be verified?

Unfortunately, the PayPal account must be verified in order to be used with the DDO Store. This requirement cannot be removed or bypassed as it is an important fraud prevention measure.

You give them a bank account number, then they put a few cents in there, and
then take them out. It takes a couple of business days.

I certainly would not link a PayPal account to my primary bank account. Not sure
how it works where you are, but I got a free checking account at the bank that
has my primary checking account, and I just use it to link to PayPal. It never has
more than a couple of dollars in it, but it allowed the PayPal account to verify.
