I have another question. if i abandon a quest, can i go back to the quest giver and restart it?

Usually yes, but if in a series (chain) of quests it will reset to the first one.

If I am at the little camp with the random general vendor, am I getting closer to Lars Heyton? (the camp is by/in the Cannith Ruins)
