Odd stats can be useful for casting (e.g. paladins, rangers) becaues the minimum necessary to cast a spell of a given level is 10+spell level (e.g. you need a wisdom of 11 to cast level 1 ranger spells). Everything counts towards this, even temporary buffs, unlike qualifying for feats.
Because +3 tomes are much easier to come by than +4.

+1 tome makes 16 very easy to find or cheap to buy
+3 tome makes 18 and you will likely get one after you complete a raid for the 20th time as a reward
also means you can get a +5 stat item with something else useful on it and are in no rush to get ahold of the more pricey +6 items
Even numbers are good odds are fine also.............. Ive done both and found it only makes a difference in which tomes are most useful to you later on. Like even number stats dont benefit much from +3 tomes if they used a +2.

+1 tomes are fairly common. +2 drop from time to time. +3 drop in several raids. +4 are very rare. That makes both odd and even scores useful and probably makes odd more useful since you can apply the +1 fairly quickly and the +3 much much more easily than a +4.
In addition you forget there are 5 level ups in stats, an odd number. You forget that there many of the racial and class stat enhancements have an odd number of level up options (for example humans get +1 in two stats, WF can put +3 into con, etc)
It can also be quite useful to put a couple marginally useful stats at 9 or 11 instead of 8 so as not to waste build points, knowing you can easily put a +1 or +2 into them to get what you want into them later. (For example a 9 int to start means that for 1 build point and 1 +1 tome you get an extra skill point from L3-20, a 15 dex to start may be all you need if what you want dex for is TWF and you have a +2 dex tome available).
As for in game items, you get +1 stat items before +2, and so on up the list, so it means that odd stats give you advantages earlier in the game.
LOTS of reasons to have odd stat scores to start, you answer is a bit short sighted to the complexities of the game.

Also, don't forget you get to upgrade a stat every 4 levels, which means 5 times. If all your stats are even, after the 5, one will be odd.
I seem to start a lot of my stats out odd, but make an exception for what will eventually be a weak point (typically Con, as I play elves/drow almost exclusively), knowing in advance that I can put my Favor Tome there, squeaking by. You get more bang for your stat-point buck, that way.
