Trying to get a answer to stackable hastes

Few questions and can't seem to get a straight answer or responses:
1.) Does haste override all item alacrity?
2.) Does the Ranger Capstone Enhancement stack w/ items like the Mod 9 Arcane Archer/Deepwood Sniper Set
3.) How is the Deepwood Sniper Set bonus considered a competence bonus?

Been getting more questions than answers w/ figuring out if some items are worthless or not. Recently got the Black Dragonhide Armor and eventually would like to work on getting the Sniper or Arcane Archer Set items.

Only if it's an enhancement bonus. Most items are though.

No, they are competence bonuses and don't stack. It will stack with any other bonus type though.

3.) How is the Deepwood Sniper Set bonus considered a competence bonus?
Because that's the bonus type assigned to it.

So it sound like that if I have the capstone enhancement and the haste spell active, then the Black Dragonhide Armor and the Arcane Archer/Deepwood Sniper bonuses are worthless then?

Just taking into account the attack speed bonuses, yes that's correct.

Thks, was told by a guildie that competence bonuses stack if they were different bonuses kinda like how dodge stacks. Was getting opposite answers and natuarllly wanted the guildie answer to be the right one. Found a thread of someone doing some testing and gave me concrete facts.

Still....makes me wonder why give out archer sets out that would do diddly squat for ya when your average archer would have an enhancement that makes it worthless. Guess if I ever get the Archer Set I'll have the option of splashing my toon with something worthwhile with a True Reincarnation.

Because not every archer is a pure ranger. Even a 1 level splash will keep you from the capstone.
