Default More Problems: Can't add friends, Can't use party chat

I got the actual game to work, but I still have a few issues
First, party chat. Each time I form/join a party I get a 'unable to join party chat message' I searched for solutions in the forum, but I can't move the folder because Vista is being ******** and despite me being and administrator on this computer it thinks I don't have enough rights despite the fact that I did give myself rights to the file.
Secondly, I can't find userpreferences.ini. I tried searching with the search function, nothing came up. Now as Vista search has a habit of sucking I checked the folder's manually. Didn't find it.
I also heard it's possible to turn off the **** about asking about rights. This true? If so, how?

My other problem. Can't add friends. Each time I try I get an error message like this 'couldn't add friend due to unknown error. Error code /122' not sure about the precise verbatim, but along those lines.

Edit: I found a way to disable the stupid editing rights whining by Vista.
I also moved the game into the games folder from Program Files as advised here

    Still can't find Userpreferences.ini.
I wonder if my install is faulty. Maybe I should reinstall, maybe even get a new download.
Haven't found nothing of use on how to solve the Friend add error code.

for the unable to join chats those really can't be fixed that easily. my solution i found to work is just relog. that should fix that issue. as for the friend thing no idea.
