wf is not a good choice for a monk, technically.
wis neg mod, cha neg mod.
without better monk related(useful) race enhancements, this is not that good.
halfling and human are far better than wf. elf is not THAT good either.

Neg mod to charisma only really matters for shining star DC and a little if you are going for UMD. That's hardly enough to make WF not a good choice. Halflings have negative to strength, which while not as important as wis is still important, and they still make great monks. As has been stated many times ANY race can be a good monk if you know how to play it.
If that so, I wouldn't mentioned a word "technically".
Look, as a good player who always knowing what's the best for him as well as the team, and know what he/she doing. Whatever how his build gimped, still he can perferm a good example to ppl. Because the player know this game, and know the certain class. We can say this player is good. But not certain build.
But for a newbie, you should seek the better race for your class.
wf monk is inferior to the other two races, human and halfling.
You can play a good wf monk, because you, the guy behind the screen is good. But as the matter of monk race itself, wf isn't a good choice. With same equipment, same player, same tomes, other race monk can be even better.
Look at the wf race enhancements and its base status. And its race immunities. All these facts are not that attactive for a monk.
wf thf fighter, barb are good build, but not for monk.
I have managed to effectively solo to level 7 right now and have a 40 AC, not bad IMHO. I soloed the ENTIRE Delera's series with my monk at level 6 (pretty proud of that), soloed most other quests up in my career with hard difficulty. So if you are saying its getting better, I cant wait to see.
Unfortunately, I think my vid card is frying and thats been keeping my playtime limited...
You know in PnP DnD, that statement would hold more weight, how ever, with how the game is made for DDO, WF are a very powerful race choice for monk if you know what you are looking for and what to do.
The ability mods that you say are a negative for being a warforged, I have heard some people use the same arguement for Humans, etc...
There is a trade off for any race.
Again, I wouldnt say WF are "inferior" to Humans or Halflings, I would say people that focus on WF or experienced in the game and know some of the angles, that WF are an excellent choice for being a monk, as of right now. I recall a day when being ANY kind of warforged was a curse and people would dread seeing a WF in their party. I was one of them, its taken me quite awhile to over come prejudices against WF to see they have their perks too. Just because some immunites overlap doesnt mean anything. Dwarves have +2 to save vs toxins and monks get poison immunity, etc..
Humans, Halflings and Warforged are all great choices for monk IMHO, each has their own style and drawbacks.
Warforged have overall combat perks from begining to end and very survivable.
Humans are versatile and survivable
Halflings are great for combat, as support DPS and AC.
I'm a returning player. Havent played since monks were just an announcement so the game has changed alot. But I think one thing still holds true for a new player that doesnt have access to 32 point builds. Humans in their versatilty with the healing enhancment line and wisdom/dex enhancement would probably be the most enjoyable for a new player.
More than likely they do not have access or have not joined an uber guild that can run the same quests over and over to get +3 tomes so lets just throw that out the window and think about it for a second. What race would most be beneficial for them throughout their life on their first character. I would have to say human for even stat distribution, extra feat, and Heling line especially. They wont be the best at any one thing but at end game it will still be a viable toon.
