high res texture(ultra gragh) restart launcher???

Keep getting the message that I need to restart my launcher in order to get update for textures to enable ultra high textures. Get 2 warnings one at character creation and one when entering the world. Tried restarting with graphics maxed in every category but I still get the message. I do have ultra high selected for graphics so is this just a bug or am I not seeing the best graphics available??

I had this problem after the last update. Just close out completely, and close the launcher, then open it back up again.
