No. You can get different damage type arrows by turning in collectables though, and you can get 75% returning arrows from the house D favor rep when you hit 150 house D favor.

You can't buy arrows with elemental properties but you can get flaming arrows using the Flame Arrow spell.

The flame arrow spell - how long do arrows last with this on them? I'm an 8th level Ranger so obviously I can't cast it myself.

the spell creates 100 flaming arrows, bolts, whatever, and uses one arrow from your inventory. To my knowledge, theres no limit to the number you can create/carry but you can only cast the spell in a quest and the arrows are destroyed upon leaving.

Buy some scrolls or wands and have your caster create the arrows for you at the beginning of the quest.
