Regular Blindness effect on weapons

I'd like to see the blinding effect on weapons proc more often (similar to radiance blindess for rare named items). Please create an item with a higher caster level Blinding Flash. Epic Coronation Shield's flash should be raised from level 5 to 20 probably.
