The word you are looking for is 'retouch' which is the correct verb for picture editing. It actually dates back to the days when image editing was done directly onto the film, using special sprayed ink - an image would first be 'touched' and have a basic cleanup done by an artist, and then they would decide what changes they wanted made, and it would be 'retouched' by the artist to add the changes.
Then in the late 80s/early 90s, a number of specialist digital hardware image editing suites were developed, such as Quantel Paintbox, which completely changed the way people worked, but they were big (1 Paintbox suite was about the size of your bedroom), very expensive (in the early 90s I fitted 2 Paintbox suites into an ad agency for a little under 1 million pounds), and when PCs (and by PCs, I mean Macs) got good enough to do the job, and Photoshop arrived, retouching went through it's second major revolution as suddenly anyone could do retouching in the corner of their room for a couple of thousand pounds.
But you bring up an interesting point about nouns becoming verbs - it's interesting the way that certain products and services dominate a market, or the people's consciousness of that market, so much that they first become synonymous with the action, and eventually, in some cases, actually make the transition from noun to verb.
