    Why would order of difficulties matter? I usually just start at solo at work my way up.

    How often could I do a quest before xp is 0?

    If I don't do a quest for a day or 2 would xp for it go back up?

    Would grinding a quest repeatedly on elite be better, assuming I am not going for a time record for leveling?

    It used to be that solo granted only 50% of the experience of Normal. While it's gone up, it's still only 75% or so. Also, once you get out of the Harbor, Solo settings get a lot more rare. The reason you see Normal x 10, Hard, Elite is because you can usually do Normal ver easily compared to Hard or Elite and the base experience is not much lower.

    After 10 runs I believe the penalty tops out at 99%. But any other negative (like a overlevel penalty) that brings the penalty to 100% or greater means that you get no xp, and bonuses can't counter that. But the first time you do a quest on a certain difficulty, you get a clean slate with regards to repetition penalties and a 25% bonus (50% on Elite.) But once you repeat a difficulty, the repetition penalty is based on total completions on all difficulties. So I guess the absolute max xp would be Normal x 10, Solo (if available), hard, Elite.

    These penalties never expire. So if you want xp from that quest again, you'll have to make a new character.

    It is generally pointless to grind Elite because you get more xp doing Normal, Hard, Elite as opposed to Elite x3. Normal and Hard are also much easier and less resource intensive.

    The only real exception is where loot is concerned. Right now, random loot has lost a lot of it's shine, but in previous mods, going for Elite chests in the Highest level quests was the way to get uber loot. Even now, if Elite gives more chance of a drop for a rare and sought after item, people will gring out Elite. But if you're going for xp, once is usually enough.
