Default Easy way to improve random loot

Here's a suggestion to breathe a tiny bit of life back into random loot, especially clothing and jewelry.

For items that have two effects, such as Wisdom +4 and Bluff +5...make the second effect only add half the minimum level requirement as the first. As it stands, anything with secondary Diplomacy, Bluff, Intimidate, Tumble, or Jump effects are pretty much useless since a +3 or +5 at higher levels isn't worth much). 99.9% of them end up as vendor trash.

    For instance:
A Wise (+6) necklace of Diplomacy (+3) at min lvl 15 would become min lvl 14
A Wise (+6) necklace of Diplomacy (+5) at min lvl 17 would become min lvl 15
A Wise (+6) necklace of Diplomacy (+7) at min lvl 19 would become min lvl 16

Reducing the minimum levels on such items wouldn't be game breaking, but would encourage more players to consider keeping them (and at lower levels, it would make them more competitive with the Korthos and Sharn static rewards)

What I'd like to see is randomly generated named items. Just take a normal item and throw on an extra mod and a randomly generated name. Would add a little spice to it.

EVERYONE knows the only way to get better loot is to use diplomacy on chests before you open it.

Granted, it won't be the equivalent to raid items, but would help close the gap. As it stands, most people would prefer a plain Wisdom +6 item to a Wisdom +6 item with an additional effect since the additional effect raises the min level.

I have several higher level toons that still have slots filled with non-raid items. This would just give us more interesting options.

Everytime a player posts that something is 'easy' to do, the DEV's put a puppy in a blender on Liquify and give us all -1 Loot.

It's totally true, I have a reliable source. You better reroll now.

Or, they can add a stone of change recipe to remove enhancements from items.

Thus, you can remove the second enhancement all together if you don't want/need it.
