Is it worth it to take 2 levels of rogue for evasion (do not have monk available) or better to go 20 Favored Soul?

Neither is "better", they both have strong bonuses.
20 FvS gives:
1 level 8 spell, 2 level 9 spells
245 more spellpoints....plus some extra from the +2 of the capstone.
10 DR that realistically no monster will be able to break
Capstone spell.
+1 Fort/Will save
2 more points of spell penetration
+1 BAB (which means you'll hit 15, and the next attack speed breakpoint, a level of rogue will deny this)
2 Rogue gives:
Evasion
Rogue skill bump, and access to rogue skills (how good this is depends on when you take that rogue level. If you don't start it at level 1, it's only going to be a very meager benefit)
Rogue weapon proficiencies (which actually is not a benefit at all if you're drow...)
Rogue Dex I
Rogue Haste Boost I
Rogue Sneak Attack Training I
Rogue Sneak Accuracy I
Rogue Trap Lore I (which would stack with the FvS resistance feats, and with spells/items)
1d6 in sneak attack damage
It's up to you which of those two lists is more valuable to you.

Yea,on anything other than a brand new toon, straight 20 fvs is better.
Taking 2 rog just for evasion isn't really worth it.
