My point is not that a TR1 Drow should be starting as a 30-point build and are not. My point is that TR1 Drow should start as a 32-point build.

I guess you didnt get the memo. It does this for everyone except Drow. Lets not forget that PnP drow are ECL 2 recognizing that they have many advantages.
We can start with the blatantly obvious - SR at lvl 1.
Then add +2 Dex, Int, Cha.
And you get more powerful than other races. Look if you just want an easy button tell me where you live and I can get you to the closest staples.
