A bit confused on Guilds

I would like to know what a Guild is how it works, who can start one, who can enter etc........

I just started playing a few weeks ago so I'm somewhat ignorant on how things work :s

If you are free to play you cannot make a guild unless you buy it with points in the in game store. There are 3 different ranks in a guild 1 Leader "who controls guild can invite and boot any guild member, 2 Officer who can recruit any non guild member to join a guild, they can also change message of the day, 3 Member which is just a member cannot invite guild members a member would have to ask a higher ranked officer or leader to invite one of your friends are you on the khyber sever always looking for more guild members we currently have over 200 members level 1-10 we are a free to play and premium members guild only no VIP's this makes it easy for us to get in quests that we can do, no more joining a quest just to find out you cannot get in

P.S. benefits of a guild are usually never have to wait to get into a quest some guild members will help you get favor others will give you free equipment and of course finding friends

I have the points to buy a Guild charter. I was just unsure as to how it worked and what the benefits are.
I found this site from a bulletin board and there was idle chatter about starting our own guild.
Now that I have the ability to do so I was just curious to the specifics of the guild.

What happens if you buy a Guild Charter but end up disbanding that Guild or deleting that character?

Can you still make a new Guild or will you have to buy another charter?
