For max DPS against targets without Fortification, I recommend some flavor of Warforged Frenzied Berserker as the way to go.

If you're able to commit to getting some high-end gear, also take a look at Thanimal's "The Hammer". It doesn't beat out a Berserker for damage against 0-fort targets, but with the right set of uber-gear, looks like it will be really at the head of the pack against 100% fortification opponents. But it is *very* gear dependent to get there; without a lot of grinding for optimal ring/handwrap combinations, it falls a bit short.
