There is no "regular drow" The Drow Class was initially offered at 400 favor as an improved race over the standard races. The Drow gets stat bonuses which make it comparable to a 32pt build.
32 point builds apply to all other races.
The penalties and bonuses applied to the other races are given due to stengths and weaknesses. Humans get no initial bonuses (or penalties). Drow get more initial bonuses than any other race.
