No thats Erza Scarlet from the "Fairy Tale" anime she was an example of "TOO MUCH" armor on a woman as a contrast to too little or just right amount of armor.
Not that Erza is that good of an example due to her nigh infinite amount of equipment (her magic ability is to instantly swap armour/weapons to adapt to the situation...which are stored in an infinite pocket of time & space) she has her fair share of skimpy outfits (mind you the below outfit is actually practical for the fighting style)
My second comment was that impratically skimpy or just impractical armor isn't limited to females...people are just more vocal about it.

There's no such thing as too little armor either, the bikini mail do give the same charisma based deflection that is everywhere in PnP.
