as title says how do i get them? cause according to the char planner i can get the first 1 at level 1 as feat but i dont c it @ the feat list even when i check view unavailable so how do i get it?

You should be able to select it at character creation; if you did not, you will need to either wait until the next time you can select a feat when leveling up, or you can do a feat exchange after completing Lockania's quest. I would advise the former.

At level one you can take the least dragonmark of healing as a feat choice. Dragonmarks are based on level and race.

to get acces to the marks, you must have done the dragonmark quest in the harbor at least once on that server

Side note, Drow and Warforged are unable to produce marks.

...There is a whole bunch of West before you hit a wall. Any direction, for that matter.
