The Shroud will come back it is just temporally closed and the head start will also be available.
404error shows up in dev tracker. He may not be a developer by job title, but 'dev' is easier to type than 'Miscellaneous Official Turbine Representative'.

Yes, it will be back, it is way to popular. The veteran reward is working, talk to nyx if you have 1000 favor and then create a new character. choose to go to stormreach and then level away.
