connection failed: can't bind local socket. is another client running?

i have just installed the game and started playing. i created a character and started the game and beginners tutorial. talked to the npc and followed him and then was disconnected from the game. now everytime i try to log in i get to the screen with the girl on it and hear a beep and a box pops up with Game Error, Connection failed: can't bind local socket. is another client running?

i am running the game on vista.

any help is much appreciated. thanks!
