Does this game allows non-English speakers who live in non-English place to play?

I started playing the Free DDO a week ago and I like the gameplay. I found the DDO store and am interested in buying some points for armor and stuff. However, either Paypal or credit card options allow me to buy anything.

I checked a few threads here and it seems to me that this game does not encourage people living in non-American / non-English speaking countries to join. I live in Hong Kong, considered as part of China. I'd appreciate a concrete answer as to whether I can purchase anything. If not, I'd may as well get away from this game. (Because the Unlimited Access option does not work either.)

Dear turbine, i have the same problems. it seems that your system doesn't accept credit cards from other countries. that simply sucks as i wanted to get unlimited ASAP.
