To whom should I sell my +1 weapons to get the most gold? I don't think any other players want them so I wasn't going to put them on the AH. I don't think I'm getting enough gold selling them at the inns. To which vendor should I sell them?

The ingame "brokers" will always give you more gold for your sales than the "general" vendors/merchants, so seek them out.
The low-level (i.e. +1 and +2) weapon and armour brokers are in the Marketplace, as soon as you go down your first set of stairs from where the trainers are. You should see them behind a counter and named <weapon broker> or <armor broker>.
The higher level versions once you get up there are in House Deneith (for weapons) and House Kundarak (for armour). Check your map and look for a light bluish circle - that's the symbol for a broker.
And always equip a +haggle item when doing this if you have one to get more gold out of them (or lower their sale prices)!
Sell equipment to it's appropriate broker or merchant (Broker>Merchant). i.e. crossbow to a weapons broker, chainshirt to an armor broker (Examples) not to the General vendor or such. You'll get more money this way plus won't need to clog the trade channel with vendor trash or pay to post a useless auction.

There's no broker for +1 weapons (brokers start at +2, generally - it's based on the base price of the item), so vendors are pretty much the only choice (you're right, other players aren't going to buy them; they're readily available as loot & quest rewards even in Harbor quests). If you've completed Waterworks (first 2 parts, and the Harbormaster's Seal), sell them in the Harbor as the merchants there will give better prices than elsewhere.

I seldom use the Vendors, even at Low levels. Sell them in the Tavern and get back to questing. You're not going to get 'Rich' off of +1/+2 weapons...so sell them and move on just my opinion though.
