No, that's not an acceptable excuse nor reasoning.

"Sorry for the inconvenience, we had to close it quickly because of X we had not foreseen" is an acceptable excuse. It's not as if they were all mighty or could predict everything. But neither of "It's a test server, stop complaining" or "It's a test server so we're not going to warn you before bringing it down" is acceptable. While it's a test server and it's unavoidable for there to be bugs that may harm gameplay, it's no excuse to not give a longer warning before bringing the servers down if they knew it would be going down.

Doing so would prevent of unnecessarily frustrating customers and make it more likely for someone to play on Lamannia.

Actually, it is a perfectly legitimate reason and even more so since Turbine tells you up front that there is no guarantee of uninterrupted game play and that Lammania could come down without warning. Test platforms by their very nature are unstable.

You should expect bugs, instability, crashes and frequent unexpected patches every time you log in.

It is ridiculous to use logic in regards to game servers and periodic downtime. Don't you know that all servers should be up 100% of the time, that there should NEVER be unexpected crashes or needs for immediate shut down and all downtime should be requested through the player base 2 weeks in advance and in triplicate? I am offended that you would suggest that software and hardware is not always 100% stable or infallible thus leading to a sudden need to shut things down. You are a sot.
