someone who plays a lot....for a long time...a real lot.
Someone who has done most of the game and has spent a ton of time repeating ad infinitum certain quests or chains to get/craft items.
Elite = (Too much free time) x (some source of caffeine) / (infinite patience to repeat things) ^ 3
Uber = Elite with all that stuff done.
I do not think you can get an uber weapon, caster or ac toon without a lot of raid equipment and that means raid, raid , raid , raid , raid, raid, raid, craft, craft, craft, craft, craft...

Elite player has absolutely nothing to do with gear or build, though they tend to have good gear and good builds.
An Elite player is the person who consistently saves a quest from disaster. Who takes a less than optimal group and sails through a tough quest, making it seem easy, through leadership and strategy. Someone who does not panic when things go pear shaped. Nor do they try to show off and solo the quest with 11 soul stones in their pocket to "prove" their uberness. Rather they will retreat, heal up, res the clr, and lead the party through the mess.

More or less like Clay said, an elite player is one that can pull through when your typical player would not. Skill is a major part of it, however gear can afford some additional opportunities. It's all about taking advantage of the opportunites at your disposal and completing the task.

My defenition of an elite (über) player:
Knows what he is capable of achieving on the character he plays.
Always in control of the situation.
Able to turn around a losing battle into a win.
Always has the group as a whole in overview.
There's loads more, but in my opinion it has little to do with gear.

I might be generous there.
Elite players are the ones that can carry the group through any RAID or quest.
Obviously, knowledge of the game and the quests is a big part. So, a beta player has the best chance of being an ELITE but there are always gamers that are just really really good at any game.

Many players have the BEST gear and still cannot save a group.
Many players know the quests and still cannot save the group.
Many players can copycat the bestest build of the month and still cannot play the game or save the group.
We do not know who the ELITE players are because they tend to stick to themselves. Once in awhile venturing out but then they get highly agitated that they are playing with idiots and noobs.
I believe that an ELITE player is a well equipped savvy player who doesn't blame other players when things go south. Obviously they have really good gear and know the quest and don't mind being a Team Player at least until you get to the End Chest.

Elite players are those that can go AFK on their friends for hours at a time and still be liked! (or at least tolerated)
Just think of your friends as Fleshie XP bots.

The conclusion (beware! contains some ironic trolling):
The Altaholic player, who like to roll new characters almost every 2 weeks or in 1month. Recognise him/her can be confusing.
By the number of toons:
The Normal player, who roll and improve 3-5 characters only (main roles: nuker, healer, cc, or mix etc.)
The Focused player, who found the character which fit the best for his/her playstyle and improve mostly 1 character in all way.
The Slowpoke, who still just wondering about the environment or learn how to move and act in the quest.
By the playing speed:
The Maximalist who like to complete the quests with all bonuses.
The Camper who like to chat and camp in the middle of the quest and stop any game activity by the toon.
Normal speed without any serious camping.
Fast pace, who know the quest and just wanna farm or complete.
The rusher, who like to make speed records/quest, always buy million haste pots and make the toon usually max dps/sprint boost.
By the community:
Guildish cliquish player who willing to play only ‘inside’.
Lonely wolf, who like to solo or lowman.
Pugger, who like to meet new ppl.
Family ‘business’, who just like to play together with another friends.
The Wanderer, who change guilds often and seen in various groups and quests.
The Newbie who has 1000 questions every day.
Usually:
The ex-Wow player (or from other similar game) who still thinking in different terms than the DDO itself.
The F2p player who wanna try the game and usually don’t care about party balance (party balance is important amongst unexperienced players), don’t care about others in the party and not willing to learn any quest as “nothing to lose there”.
The Platfarmer who make business about game currencies.
The Tester, who has more time than the others for play, and help the game to be better, or just collecting infos about the actual new mod.
The Casual player, who like questing/socializing but can’t log in continuously, and usually don’t bother about how to make his/her toon more effective on the high edge, and update the toon with the best stuffs.
The fellow-traveller, who just want to play if the chosen person in the group.
The ‘Elitewannabe’ player who waste the time more on the ’self-advertisement’ than the learning itself. Often kids with maxed out gears+**** playing skills+lack of understanding about the game, who just used daddy’s credit card and tagged along with merciful players on the levelling.
The ’sinzbeta’ player who usually very proud about that, even his/her skills not prove that. Everybody can create an account in the right time and right place and informational community on or before the game release… They tend to act on the forum as ‘fountain of knowledge’. Some of them spend more time on the forums than play.
The Roleplayer who build up the toon around the story instead of quest/raid-wise.
The Veteran who tried most of the things in game, and still like to play.
The Elite player who can use any role properly in the game and know everything, not really make any obvious mistakes, and not really need any ‘advertisement’ as their achievements well known. They are usually “24/7″ no real life players in medium or long terms.

Quest experience and skill on your character are very important in DDO.
A Min/Max Sorc fully geared up at cap can have 4 points higher DC, 30% more damage,100 HP more, yet easily be a much smaller party asset than the level 17 just joining with only 4 raid completions on this character. To know when to cast what spell , and under which conditions and how to properly position it has much greater impact on performance than the last point of DC.

I agree that the heart of an Elite player is their game skill and knowledge.
But certainly that must be gained through a lot of play and its likely that anyone with an elite set of skills will have an elite set of gear or something close to it, and that goes a long way to help them pull if impressive feats. I may well know how to tank a given boss, but unless I am geared appropriately I probably can't accomplish it.
Heroism in DDO is interesting. Often certain build types can pull of miracles on their own and save the party. Often they use tactics that are less useful in group situations because coordination is impossible or only X type of character can do it. There are some things that are easier to solo than do with a group that is not all of one mind.
If you don't know some1 is an elite player that is what makes him/her leet. If they are close to top in kill count carried people to shrine and saved quest so every1 can continue, if they suggested a strategy that the party might not have heard of and not only did it work but made the quest seem easier, if you did not hear about all those things they did then that is what makes that player "LEET"

Actually, I just had this discussion with another well known guild leader on Sarlona. There are plenty of bad players with uber gear and builds. The elite players are those who can make a particularly difficult quest seem easy; even with novice players.
Not sure what exactly makes an elite player, but I know them when I see them.
