The bottom line is that the new level 20 raid has a terrible loot system. It only truly benefits some and completely does not benefit a lot of others. Just straight up not planned properly.

The real slap in the face is to have them create capstones so that the pure classes can try to catch up to some of the multiclass builds and then have it all taken back by not having anything stack with the capstones.

I just don't understand the logic.

Can you then update the descriptions to actually indicate what type of bonus the capstone gives to ROA and what type of bonus the sets give to ROA.

Based on the descriptions one could assume that the capstone and sets would stack.

Indeed the original desciptions were written, relatively specific I might add, to make us believe certain things would stack. Now, after we have realized that things are not working according to the very specific descriptions, they are changing the description. It is so bad it is laughable. I mean how dumb does Turbine think everyone is. What you should say is the truth... it is not working as intended, but we do not currently have the resources to fix all that is wrong with the new loot system and develop the new upcoming content. So, in order to make sure the F2P vs VIP system we implemented continues, we need to focus on the upcoming content releases. As a result, we can only offer a description change to match the current broken loot system to avoid future misunderstanding.

Bottom line, worst raid loot system ever. Congrats Turbine on yet another job well done.

Hmmm... The raid loot set bonuses not stacking (some not working) seems pretty moronic to me... WAI seems far-fetched, but whatever

My biggest issue is Turbine's continued laziness for fixing stuff, patching and communication. You guys don't have Atari legal issues and Super Secret carrots as an excuse anymore. Bug's (MD, set bonuses, broken abilities, unresponsive enemies, etc), incomplete loot tables (Wrath) and the other issues that accompanied mod 9 should have been patched in a matter of weeks, if not hotfixed for some of the more serious issues.

    Same Turbine as last year...

    I'm not shocked, are you?

I'd like to know what Dev has the time to write a reply to a PM but in the weeks since this question was first asked they could find the time to post " WAI" in one of the threads.

It seems like they listen to whoever is the loudest...

Feel free to send PM's to all the devs quoting this thread or providing a link to it.

I never said a developer responded, but a Turbine response to the Bug submitted nonetheless.

I'm trying to remember who is in charge of items these days. Cause they don't seem to understand that items typically increase in power as they increase in level rather then just gaining horizontal powers or non-functioning powers.

    Default surprised

I am not surprised at turbine not delivering... I am shocked at the 'old timers' that are still surprised by them not delivering.

oh heard I great rumor... i said RUMOR so take it as you will...
all the releases since the ORIGINAL devs left are from them and the new devs are only pulling them off a shelf...

The Unbalancing Strike part of the Acrobat Set works exactly like it's supposed to - it procs reasonably often (maybe 5% of the time) and gives the target a -2 to AC.

The shinto monk set and kensai set seem to work correctly.

The tempest set seems to have some issues with DR.

The only thing I do know is that do not consider it a high priority like some of the other bugs they have on their plates.

At this point, I am just asking the devs if the ring stacking issues are considered working as intended or bugged. If its bugged, then we have to wait until it is fixed. If it is working as intended, then we have a different issue on our hands.
If they do not stack with capstone, do they at least stack with Haste? If not, what the hell is the point of having the items? Also, what's the point of the DWS and AA items having different alacrity bonuses (+5% vs. +10%)?
