Fighter 11 is an utteer ly dead level. Rogue 10 has the same BAB (+1) and more skills and a special rogue ability.

The reson why you should really go at least Rogue 13 when you wan to be rogue heavy is that there you get the last "Subtle Backstabber" enhancement which is worth piles of gold , dragoneggs and your grannys dentures, as it helps MASSIVELY landing even more devastating sneak attacks.

And yes, on a rogue heavy character TWF > THF.
