I think that for pure arcanes, good gameplay outweighs the extra HP from going non-drow, whereas the same cannot be said for a lower DC on spells.

If you are poor and new (dont have access to +2 tomes and dont have 32 point builds), Drow is the best race for any paladin that wants to do twf.
I can start a paladin with 16 16 12 10 8 16 and at lvl 20 if i didnt got any +2 char tome i spend the last leveling point in char (i think thats better than starting 15 16 12 10 8 17 because i get to have 1 extra strength while leveling and if i get the tome i end with 1 more strength).
Two more builds where Drow is the optimal race:
2 rogue/18 bard - I went warchanter and am sort of regretting it; spellsinger would have been a better choice.
2 rogue/18 FVS - Everyone I have met hates this build until they play with me, then they love it. Sure, I'm trading DR for evasion, but you get evasion MUCH sooner than you get DR, you have plenty of SP, and if you don't plan on casting offensive spells, you don't need WIS. That also frees up enhancement points (don't take WIS or CHA enhancements) that you can spend on skills.

My Drow build is now a 12 Ranger, 8 Rogue, though still working to get there. I'm a F2P "Premium" account player. I don't have 32-point builds unlocked yet, and I don't have Warforged unlocked yet either. So for my situation, Drow is better for me than other races to grind favor and unlock other things.
I don't see that at all for a dwarf with rogue/ranger? LOL. For fighter, barbarian, and ranger STR build, sure, dwarf is pretty much one of the best next to Warforged. And yes, halfling is great for rogue.
But...
With Elf/Drow I get enchantment/magic resistances, more ability points for DEX and INT, and a minor bonus to rapiers/short swords. And of course racial DEX enhancements down the line. I've never played a Halfling, so I'm not sure what bonuses they get that would outweigh Elf/Drow for my Ranger/Rogue with a focus on soloing and UMD.
