I assume it gives +30% to fire spell damage for a certain period of time. That should stack with the Manipulation line, as one is an item and one is a passive enhancement. It should tell you on the Staff of Combustion that "this effect does not stack with..." if it won't. And if it does, you should be able to figure out.

Yes, items always stack with both feats and AP based enhancements, they just don't stack with other similar items or spells (this won't stack for example with a potency item)
