Locked handle in Dirty Laundry

I've run this quest a few times both stealthy like and leeroy style. In on of the hallways there is a door with a locked handle. A guildie and I spent some time trying to find a way to unlock it to open the door but were unsuccessful.

Is there a way to unlock it and if so how?

That quest has 2 possible (extremely similar) endings. Randomly one of the 2 levers near the shrine are locked, and you must proceed to the other side. Seems about 50/50 in the 10 times or so I've run this quest.

Edit: To specifically answer your Q, no there is no way (that I have discovered at least) to open that lever. I've cleared out one side and gone back to see if it unlocked after quest completion with no joy.

I ran this quest for the first time today and couldn't find a way into the second room either, which I thought was strange because of the optional quest which is completed on opening the two barrel cask "levers". I thought that would open it, but I couldn't find what that actually did aside from completing the optional quest.
