Decent 28pt Healer/Caster build?

After delving into the forums I've noticed most of builds I find are 32pt. This is great aside from the fact that I don't have access to 32pt builds yet.

Can anyone shoot me a decent healer/caster FvS 28pt build? I'd appreciate it.

stats are 8/8/14/8/18/14
skills = concentration + balance, last point of balance goes into jump @ 20.

all else is the same as a 32 pt build

Thanks. What race? Most healing FvS I've seen are Halflings, and the more melee-oriented are Elves. I've also seen human and Drow as options.
