On a sidenote, your character's name is incredibly familiar. But I can't put my finger on it.

well if its suggestions you're looking fer do you have a minos? i'm assuming u do since u have 100% fort but if not get one for that extra 20 HP. 299 HP, to me, is a little low but I am a fan of having lots of HP on my caster so take what I say as a suggestion not a bash

My human caster has a 22 con so you got me beat there he has 377 HP with greater false life / shroud HP item / Minos / 1 toughness and all 3 toughness enhancements. Not showing off i know many casters with much more HP than I have but something to think about if you don't have that. So if u don't have the shroud item thats 45 HP, Toughness at 20th level is 22 HP, and the 3 enhancements (drow get them i think?) is another 30. So thats 99 HP you can pick up

I also run with a 36 CHA and have no real issue with anything sticking unless we're on elite stuff out in the devil battleground even then web seems to work pretty amazingly.

Drow can only get the first two toughness enhancements. It's 1 (anyone), 2 (anyone), 3 (dwarf, human, warforged only), 4 (dwarf, warforged only).

From what I can see on my.ddo.com, there's nothing wrong with your build .. you just are in serious need of some high-end raid loot, since you have virtually none. Put some of those stats and effects on your dragontouched so you can condense slots enough to wear some high-end raidloot (try the vod bracers and gloves, since you lack an archmagi item), and you should also find a way to get a greater arcane lore item (I suggest you run the demon queen, the greenblade and torc would both do you a lot of good).

Fanion is a very limited item, so I would suggest moving greater falselife elsewhere so you can afford to make yourself a shroud weapon with statistic bonuses .. how you choose to distribute stats between said sceptre and the other means available (tower of despair rings,dragontouched) doesn't matter so much as getting access to exceptional +3 charisma and +3 constitution asap. Made properly, you can get +6 to two stats on the shroud sceptre as well (for example, you can make it be +6 strength, +6 wisdom, +1 charisma, and +2 charisma or constitution (depending whether or not you want to put your +charisma on a tower of despair ring, which depends primarily whether you can get to run said raid).

All you're really in need of is much better equipment, it'll be worth 4-6 charisma and 4 constitution to get better stuff.

You also probably need a umd item somewhere (are you nofail on heal scrolls now? probably not) and the napkin from the reaver is a good use of a slot.
