TDM has stopped at 7.35mb and won't restart

So a week ago I had to reformat my hard drive After updating my drivers and updating windows I tried to download DDO from DDO.com using the ddohigh.exe link, the pando download. Well I downloaded it all, after having to repeatedly hit the pause/restart tab so it would keep downloading. Immediately after it downloaded all 3.8 GB it started the download over again. I stoped it and tried to launch the game. The shortcut was now a file and not launchable. After trying to launch the game many times I gave up and downloaded it all over again It didn't work, the same think happened.
After some research I tried using the TDM. It seemed to work at first, but then it just stopped at 7.35mb and I can't get it to restart. If I launch the game it tells me my character is being loaded, this is at the character creation screen, but the TDM is still stopped, so nothing happens. How can I restart the TDM?
Any help would be greatly appreciated.

I can create a new character and play on the island, but when I log out it still says to wait for download to complete to play with my old character.
Any ideas on how to restart the TDM's download?
