Newbie Dwarven Monk Enhancement Question

As the title states, I have a question about two of the dwarven racial enhancements, in particular there effects while wearing cloth/robes:

1.) I was wondering if its worth putting points into Dwarven Armoured Agility? Unsure if you even have a negative armour check on your skills while wearing cloth, if not, i guess this would be useless.

2.) If its worth putting points into Dwarven Armour Mastery? Unsure if you even get a dex bonus while wearing cloth.

Those 2 enchancements only takes effect while you wear armor. Such would be Heavy, Medium, or Light armor. Robes, Vestments, or Outfits are not considered as armor. Hope that helps.
