Its really easy .. 16 15 12 8 8 17, level in strength, take twf feats, ic pierce, toughness, power attack and extend .. and you're set.
If you wanted you could drop 1 str point and get 1 more cha to not need a +3 tome for dm4 .. however, it costs you a str bracket with a +3 str tome, so its a better long-term stat allocation to do it with 16 17
Do i drop my points in dex or str or all in chr, as i level.
This is all for a DM4 build, without that lower your CHA considerably.
First of all it's really silly to start life at 17 CHA. You don't need that high until much later in life, and you're spending 3 initial attribute points for the priviledge. Even though adding to it from a leveling up point will only cost one.
What I did: 14 16 12 12 10 16, +4 STR +1 CHA from levels, +1 DEX +3 CHA from Tomes, plus other +3 as avail.
What I'd do: 15 16 13 10 8 16, +4 STR +1 CHA, +1 DEX +3 CHA from Tomes.
The only real difference is I didn't want to be reliant on a +6 WIS item to cast level 4 spells, given that it was my first character. Now that I have several such items, I wouldn't worry about it. The lower INT stems from a lack of realizing how little skill points matter to this character. You can switch around STR and CON points as desired, this setup is to get max value from +3 Tomes and not rely on +4 dropping. Since you're willing to add +2 tomes you could drop initial DEX by one, but that only recovers 1 stat point and all the stats you care about cost 2.
I'm still a newb to DDO, but this character is now level 19 and I'm pretty happy with it. I'll still probably "True Reincarnate" to fix the above problems and gain two more points. Cuz that's how I roll.
Note that if you're not going to take Drow shortsword enhancements, go Human.
