I didn't roll any stat-intensive characters until I have my 1750 favor.
That caster is still in my account, 2 years later. None of the melee characters (which tend to be the most stat-intensive) from my 28-point days are still around.
The moral of the story is that if you are going to make a character, you should make it to last. And I guarantee you that when you finally unlock 32-point characters you are going to look back on your other stat-intensive 28-point builds (usually anything with levels in Monk, or Ranger, or Paladin) and wish you had waited.
To answer your question, though, just make the starting wisdom 6 instead of 10. Unmodified Monster builds have crappy AC (even when they are completely geared) so the only thing you will be missing is 2 from your Will save. Not that big of a deal.
