I'm sorry to hear you're having troubles upgrading your account. That error has to do with our verification system. Generally it means you'll need to call or fax the card details to have an Account Management representative add the card for you. (However, if you're traveling and can have someone at home add the card, you might be able to try that instead.)
We have been very busy lately (in part due to how popular Eberron is!) so phone holds have been long on some days. All calls are answered in the order they are received, but hold times haven't been much more than 45 min at any point. If you can try to call again today, the phones open at 2pm.
We also have received a lot of emails, and are answering them all in the order they were received as well. You will get an answer when they get to your email in the queue.
