A little help please

Coming back from a long hiatus blah blah blah...

Ok I looked on the AH and it seemed like many +2 tomes were listed for around 5 mil buyout, but then some would be listed for like 15 mil. The only difference I could find was that the higher priced ones didn't seem to have a min lvl. Is that the only thing that makes some tomes worth a lot more?

I'm interested in this because all my tomes in the bank are from long ago and none have min levels. I don't want to mess up and trade them off for less than they are worth if people really care about the no min lvl thing. Related to this is another question - is this a permanent game change that has taken place? I mean do quest reward tomes all have higher min lvls now? Thanks for any help

yes the non ML are worth more, and yes the new tomes have MLs
