    Default Why did U change it back!?

    Why is it that a few day's ago I was not receiving the penalty for doing a quest lower than my toon and today I am? Why also does it seem like the difficulty went WAY up when soloing a higher level quest!?

    Please put it back the way it was directly after the Mod 9 changes!
