    Default TWF Dwarf

    Is this a Viable TWF Ranger Dwarf Build? If not, Any ideas?

    I was also planning on perhaps dropping dex to 13. and going with 13 Int as well, to go down the whirlwind path.

    It doesn't seem to me that you've posted a build -- just starting stats. To evaluate, I personally would need to see level plan (Ranger 20?), feats, where your level-up stat points are going (all STR?), and enhancements (Tempest III and what else?)

    Critiquing only the race and starting stats, I can say:
    1) Human is probably a slightly better choice for a pure Ranger. Khopeshes are (almost always) better than Dwarven Axes, and other races have other problems, like not enough feats or hit points. But Dwarf isn't too far behind if you just prefer to be a Dwarf.
    2) 16 DEX is too high. You get the entire TWF line free. You do need a DEX of 13 to qualify for Tempest (actually for Dodge which is a prereq), so I probably would start at 12 if you expect to have or buy a +1 Tome; 13 if you don't.
    3) No reason to put any points into CHA. 6 should be fine there if staying with Dwarf.
    4) One of the potential advantages of Dwarf is CON, so if I were going Dwarf I'd for sure put a lot more points into CON. A pure DPS Ranger isn't going to have very impressive AC, and with only 8 hit points per level, CON is your friend.

    If staying with Dwarf and pure Ranger, my next cut would be (as a 28-point build):

    STR 18 [16 points]
    DEX 12 [4 points]
    CON 16 [6 points]
    INT 8
    WIS 10 [2 points]
    CHA 6

    I'd also strongly consider:

    STR 16 [10 points]
    DEX 12 [4 points]
    CON 18 [10 points]
    INT 8
    WIS 12 [4 points]
    CHA 6

    This gives up just a touch off top-end DPS in exchange for more versatility and durability (in HP, Will save, and self-healing quantity).
