How do I exchange eldritch for tempest runes?

I head that you can do this with a 3 for 1 ratio..but I havent been able to figure out where.

Rune NPC seems to have no option, and eldritch&tempest altars and the stone of change doesnt seem to work

Put 3 eldritch runes in the Eldritch altar. It will combine them into a tempest.

You can do the same thing with tempest runes in the tempest altar to get sovereigns.

PS: I should add that you cannot use a stack of 2 and a single rune to make 3. You need to fill 3 spots in the altar. If you have 3 runes and 2 are the same, break them apart before adding them.

Just put 3 eldritch runes into the eldritch altar, hit combine, and you get a tempest rune.

Thank you, that was my error, I put in a stack of runes instead of spreading them out.
