What makes it not good? Because it would take time and money to make something like that?
If they made or released quest making tools, they could free up resources for more important things. Also, they could focus on those important things and in the mid to long term, this kind of tool would help them save money and make more money. I have no idea how this is a bad idea other than an initial investment cost.
Every module they make has that. It is in the advertising, salaries, and testing. So making these tools available would be just like anything else cost wise for the game.
What do you think specifically makes it bad or impractical?
Is it because the game is older and established? This idea would be an evolutionary next step.
DDO right now is on the verge of changing the MMO industry. They spent millions of dollars developing the game and it didn't make the money it needed to grow. So they changed the way people paid to play the game and now the game is profitable again. But this won't last forever. In order to continue being a profitable IP, they need to find as many ways to generate income as possible. Reducing the development cost of purchaseable content would be a HUGE boon to the company. They would refocus their resources to manage the surplus content players made and develop the system to perfection.
Then they could license the system out to others wanting to make MMO's. Like I said, it would be like the Unreal Engine is to FPS games.
Developers and investors know the tremendous cost of starting something up. It is tried and true that if they can plink down a million for something that is known to work, and work good, they will do it in a heartbeat.
